studio | REAL were commissioned by Eastleigh Borough Council to produce an urban character area appraisal.
The appraisal provides design guidance to development control staff and prospective planning applicants to ensure that small-scale development in the Borough helps to retain the character that gives each area its identity.
The approach combined townscape and urban morphological analysis with route structure analysis. Unlike previous character area studies for the Council, which were restricted to a number of specially selected areas, the aim was to identify what makes every area distinct. Public participation was a key element of the appraisal process and exhibitions were carried out in each of the four local areas covered by the Borough.
The key tool provided within the appraisal is a series of design guidance notes for each of the character areas based on characteristics ranging from neighbourhood level down to building design.
The Urban Character Area Appraisal has been adopted by the Council as a Supplementary Planning Document in the Local Development Framework.
