March | The implications of the Localism Bill on local development

On 24th March studio | REAL ran a breakfast seminar at their offices entitled ‘The Localism Bill and its implications for planning and development’. The presentation was made by Angela Banks, Director of Planning and Urban Design, and covered her perspective as a town planner.

The seminar concentrated on those aspects of the Bill that are introducing significant changes to the planning system: the demise of regional spatial planning; changes to the development framework; predetermination changes; consultation; and neighbourhood plans and neighbourhood forums.

The latter, neighbourhood plans and neighbourhood forums, were the subject of the most debate. Is it something new? Actually it probably isn’t – but the importance of early, well managed and coordinated engagement with Councillors, the Local Planning Authority, Parish Councils and, of course, the local community, is one of the increasingly important factors that developers need to get to grips with.

George Osbourne clarified in his budget speech that the government is going to introduce a presumption in favour of sustainable development, as promoted in the government’s pre-election green paper. We are still awaiting the government’s definition of ‘sustainable development’. Angela’s view is that if developers can show they have engaged with the local community and addressed local issues then the development should meet sustainability criteria.
