August | Planning Application for Moat Lane Regeneration

studio | REAL have submitted a planning application to West Northamptonshire Development Corporation (WNDC) for the regeneration of the Moat Lane area in the historic centre of Towcester. The application, made on behalf of South Northamptonshire Council (SNC), proposes mixed-use development on under-used land immediately next to the town centre. This is in anticipation of proposed major housing and employment growth in the town, including proposals for an urban extension comprising 3,000 new homes and 3,300 new jobs.. The Moat Lane project is led by South Northamptonshire Council, Northamptonshire County Council and the West Northamptonshire Development Corporation. It has benefited from significant funding and support from these organisations as well as Northamptonshire Enterprise Limited, the East Midlands Development Agency and the Homes & Communities Agency.

The project provides 12,000 m² of new development in a rich mix of retail and café space, a spa hotel, office and workshop space, flats and houses, and a new civic building providing a new library and access to all other District and County services. studio | REAL are masterplanners in a consulting team which includes Urban Delivery, Trowers & Hamlins, Bidwells and Camlin Lonsdale. The project has successfully drawn in significant public funding, which has assisted in assembly of the site and the implementation of early public realm projects. A procurement process is now under way to secure development partners to deliver the scheme.

The design seeks to maximise the unique urban character provided by the abundance of historic and natural assets of the regeneration area – it is within the conservation area and includes seven listed buildings, a scheduled ancient monument (Bury Mount Norman motte), grade II registered parkland and a historic mediaeval plot pattern. The approach has been to “retain and refurbish” the built fabric of the place, including the restoration of Bury Mount as the central space around which the main elements of the development have been laid out. Although the planning application is in outline, detailed design consideration has been given to each existing structure and new proposal to ensure that new uses are appropriate to buildings and their context, and that the scale, variety and historic grain that characterise Towcester are rigorously maintained.
